Bihar Block Level Vikas Mitra Vacancy 2026 : The Bihar government, through the Ara Sadar Sub-division (District Welfare Office), has initiated the recruitment process for eligible candidates under the Vikas Mitra Recruitment 2026 program. Applications will be accepted from January 21, 2026, to February 10, 2026. Applications will be accepted offline, and the recruitment will take place at the panchayat level. Bihar Block Level Vikas Mitra Vacancy 2026 : Eligibility Criteria

In the selection of Vikas Mitra (Development Facilitator), if candidates with matriculation or equivalent qualifications are not available, the selection can be made in the following order: (1) Non-matriculate, (2) Class 9 pass, (3) Class 8 pass, (4) Class 7 pass, (5) Class 6 pass, (6) Class 5 pass.
The selection will be made first from non-matriculate candidates, then from Class 9 pass candidates, and so on, in descending order. Furthermore, if women candidates do not meet the required educational qualifications, they will still be selected if they are literate.

  • Applicants must belong to a pre-determined Mahadalit family caste group.
  • The applicant must be a resident of the same Panchayat/Ward cluster (rural/urban) from which the Vikas Mitra is to be selected.
  • The minimum educational qualification is Matriculation or equivalent. In the absence of candidates with Matriculation or equivalent qualifications, candidates who have passed Class 9th, 8th, 7th, 6th, or 5th may be selected. Priority will be given to non-matriculate candidates, in descending order of class passed.
  • For women, if the required educational qualification is not met, they may still be selected if they are literate, provided they are associated with the Akshar Yojana (literacy program) and Self-Help Groups and are actively involved in social work.
  • If an applicant with a higher educational qualification is available, an applicant with a lower educational qualification will not be selected.
  • In case of equal educational qualifications, the younger applicant (based on date of birth) will be given priority. If both the date of birth and educational qualifications are the same, the Sub-Divisional Officer will make the selection at their discretion.
  • No additional benefit will be given for qualifications higher than Matriculation or equivalent.
    The selection will be based on the highest percentage obtained in Matriculation or equivalent. In case of equal percentages in Matriculation or equivalent, the older applicant will be given priority.
Bihar Block Level Vikas Mitra Vacancy 2026 : Selection process

Vikas Mitras will be selected from the Mahadalit community in vacant panchayats in rural areas and vacant ward groups/clusters in urban areas. The selection of the Vikas Mitra will be based on the Mahadalit caste that has the majority population in the panchayat/ward group, according to the 2010 survey. The Vikas Mitra will be selected from the same panchayat where the vacancy exists. The selection will be made by a committee headed by the Sub-Divisional Officer.

Each development facilitator will be paid an honorarium of ₹24,000/- as determined by the government from time to time.
